In short: get your document verified by the issuing body (and the Ministry of Education for academic papers / study NOC), then attested by the Ministry of Foreign Affairs (MoFA), then the destination country's embassy if required.

Two things people mix up: Attestation vs NOC

The Usual Order

  1. Issuing authority verification — e.g. your university/board verifies academic certificates and transcripts.
  2. Ministry of Education — for academic documents and the study-abroad NOC (moest.gov.np).
  3. Ministry of Foreign Affairs (MoFA) — attests the document for international use (mofa.gov.np).
  4. Destination embassy — some countries require their embassy to attest after MoFA.
